The Former President's Progressive Warning Misses Europe's True Threat: Economic Stagnation.

The recent US security policy document presents a misguided view of the European Union. It claims that open-border policies and what it terms "progressive" agendas represent an grave risk to European civilization. Yet, this perspective is based on a fundamental misreading of the situation. The true danger confronting the EU is not societal but economic and technological lag.

A Glaring Economic Gap Separating Europe and the US

The data reveal a sobering contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a mere 13.5% increase for the EU. Over this time, European income per person fell from over three-quarters to just 50% of the American figure. Strikingly, even the poorest US state now has a higher per capita income than major EU nations like Italy and France.

Today, roughly 50% of the world’s top fifty technology firms are American, while a mere four are from Europe.

The Innovation Deficit: A Critical Problem

This widening disparity is driven by stronger productivity growth in the United States, largely due to breakthroughs and better use of resources. The scene of global tech dominance is overwhelmingly US-centric. In the last five decades, hundreds of American startups have scaled into enterprises valued at more than ten billion dollars, versus just 14 in Europe.

This gap prompts a vital issue: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, where does the EU stand? Experts widely agree it is essentially a contest between two between the United States and China, with European nations entering at a clear disadvantage.

Underlying Factors of the Continent's Innovation Gap

Several key reasons account for this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and agile system for funding startups. The EU has yet to establish a true unified investment market, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hamper European business. A American entrepreneur can launch a service under a single regulatory framework to access a consumer base of hundreds of millions. The EU, despite a larger population size, is divided among 27 separate regimes, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, business failure was historically viewed with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has eroded its ability in breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these challenges, one can find causes for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Key reports on EU competitiveness and the internal market point to the necessity of major reforms.

With the right incentives and regulatory reforms, Europe's strengths could support far greater degrees of commercial innovation.

The continent still possesses significant strengths: high-quality workforce, excellent schools and universities, and world-class labs. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing cutting-edge tech, it can still significantly boost productivity by implementing and tailoring advancements from elsewhere.

An Inflection Point

The European Union now faces a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. But, without bold steps to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in world influence.
